The project consists of adding a 14’ wide by 8’ high canal from Constance Street to S. Liberty Street and a 14’ wide by 10’ high canal from S. Liberty Street to S. Claiborne Avenue in the Jefferson Avenue neutral ground. The new canals will be approximately 5,150’, and 2,950’ in length respectively, and will tie into the S. Claiborne Avenue Manifold Canal. Additionally an 8’ wide by 6’ high canal approximately 1,400’ in length from Nashville Avenue to Jefferson Avenue along Prytania Street will be constructed.

The new canals will provide a new route for storm water flow, relieving the existing Nashville Avenue and Napoleon Avenue Canals. Modifications will be made to the existing drainage in the vicinity to aid in diverting flow to this new canal. Following construction of the canal, the downtown lanes of Jefferson Avenue will be completely reconstructed, and all lanes of will be overlaid with new asphalt.

The Sewerage and Water Board hired the design A/E firm of N-Y Associates (Phase 1 - S. Claiborne to Dryades) to complete the plans and specifications for this project.

The contract for Phase 1 was awarded by the U.S. Army Corps of Engineers to B&K Construction, Inc. in July 2013 for $55.9 million with the S&WB paying $8.4M for utility relocations during construction.
